Development Guarantee Fund
The Development Guarantee Fund, of Bosnia and Herzegovina (Razvojno garantni fond Brčko distrikta BiH – RGFBD) was established with the aim of implementing development projects in the Brčko District of BiH, to meet the high demand for development loans for registered agricultural holdings, small and medium enterprises, and individual entrepreneurs, to facilitate access to credit resources at commercial banks, as well as the implementation of development projects and programs financed from international funds in the Brčko District of BiH.
The Project Implementation Unit financed from international funds (The Unit) is an organizational unit of the RGFBD whose founding acts were adopted by the Government of the Brčko District of Bosnia and Herzegovina in mid-2019. The Unit consists of the Sub-unit for Donor Projects and the Sub-unit for Credit Projects. The main act regulating the operation of the Unit is the Regulation on the competencies, rights, and obligations of employees in the Unit, which defines the following issues:
- Nominating strategic development projects for donor and other financial resources according to the priorities set by the Government of the Brčko District of Bosnia and Herzegovina;
- Researching available funding sources from international funds;
- Monitoring public calls for the allocation of donor or credit funds from international funds;
- Contacting and cooperating with potential international financiers and donors;
- Based on requests and proposals from competent authorities and institutions of the Brčko District of Bosnia and Herzegovina, preparing, producing, and nominating project proposals for international financial resources;
- Preparing drafts of contracts and decisions on the acceptance and possible use of funds for financing approved projects;
- Implementing projects financed from credit arrangements in accordance with the decision of the Assembly and Government of the Brčko District of Bosnia and Herzegovina and Agreements with creditors;
- Implementing projects financed from donor funds in accordance with the decision of the Government of the Brčko District of Bosnia and Herzegovina and Agreements with donors;
- Preparing project proposals and applying according to the calls of international credit and donor institutions in accordance with the decision of the Government of the Brčko District of Bosnia and Herzegovina;
- Training officers for writing project proposals and applications;
- Training officers for the implementation of projects, and for projects financed from credit and donor funds;
- and other duties within the competence of the Unit as determined by law and other regulations.
Since the formation of the Unit in 2021, the employment of a total of 8 people in the Unit, until the end of 2023, a total of 14 project proposals have been applied with a total value of 8,524,484.30 BAM. Out of the 14 project proposals submitted to donors and/or international organizations, 4 have been prepared in accordance with the requirements of the authorities and institutions of the District and 10 on their own initiative, after obtaining approval from the Government of the Brčko District of Bosnia and Herzegovina as detailed in Table 1.
