About Us

In the Balkan region, CARE International has over 25 years of experience in program implementation. During the wars and conflicts of the 1990s, CARE responded to destruction, trauma, displacement, and interethnic hatred through extensive humanitarian and life-saving work across the Balkans. Since 2000, CARE has shifted its focus toward development, aiming to ensure that the social, economic, and political rights of vulnerable and marginalized groups are recognized and respected, thereby contributing to sustainable peace in the region. CARE’s program strategy is based on two pillars: a) socio-economic inclusion of vulnerable minorities and other marginalized groups by strengthening their capacities and improving opportunities, enabling them to integrate into society and realize their rights, and b) gender equality for vulnerable and marginalized groups through the promotion of values and practices of gender equality, diversity, and non-violence, strengthening the capacities of local, national, and regional actors for human rights and social justice, and creating opportunities for innovation, participation, learning, cooperation, and advocacy. CARE fosters partnerships with the local civil society sector and governments committed to contributing to positive social change.

CARE International Balkans is part of the international humanitarian organization CARE International, dedicated to providing aid to people in crisis situations and supporting the long-term development of communities. Our mission is to support the most vulnerable, empower marginalized groups, and contribute to the creation of sustainable and prosperous communities in the Balkans.

Our activities include:

Humanitarian aid and emergency response
We respond to natural disasters, conflicts, and other crisis situations by providing essential items such as food, water, and hygiene products. Our emergency support ensures that the most vulnerable receive the help they need in the most difficult times.

Economic development and employment
We promote economic development through programs that encourage employment, especially among youth, women, and marginalized groups. We provide training, support for starting small businesses, and access to financial resources to contribute to economic independence.

Women’s empowerment and gender equality
We work to empower women and girls through educational programs, support for female entrepreneurship, and combating gender-based violence. We believe that gender equality contributes to healthier and more prosperous communities.

Social inclusion and protection of rights
We support vulnerable groups, including Roma, persons with disabilities, and other marginalized communities. Our programs of social inclusion and human rights protection enable everyone to live with dignity and without discrimination.

CARE International Balkans is committed to strengthening the capacities of local organizations and communities so they can independently respond to challenges and improve the quality of life of their members. Through our activities, we work toward sustainable development and poverty reduction in the Balkan region.

The History of CARE in the Balkans

CARE International Balkans is part of CARE International, one of the world’s oldest and most respected humanitarian organizations, founded in 1945. Its work in the Balkans has a rich history, marked by significant humanitarian and development initiatives that have improved the lives of many people in the region.

1990s: Beginning of humanitarian aid
CARE began working in the Balkans in the early 1990s in response to the humanitarian crisis caused by the wars in the former Yugoslavia. During this time, the organization provided emergency assistance to affected populations, including refugees and internally displaced persons. It distributed food, medicine, hygiene items, and other essentials, and provided shelter for people affected by the conflict.

2000s: Recovery and reconstruction
After the end of armed conflict, CARE transitioned from emergency aid to recovery and reconstruction programs. The focus was on restoring normal life in communities through the rebuilding of homes and infrastructure and supporting the return of refugees and displaced persons. Special attention was given to economic empowerment through training and support for small businesses.

2010s: Sustainable development and social inclusion
In recent years, CARE International Balkans expanded its activities to include sustainable development and social inclusion. Programs promoting gender equality, support for women entrepreneurs, educational initiatives for children and youth, and projects that improve healthcare and social protection were implemented. The organization also worked to strengthen the capacity of local partners and communities to face challenges independently and advance their development.

Today: An integrated approach to development
Today, CARE International Balkans operates in several countries in the region, including Bosnia and Herzegovina, Serbia and Kosovo*, Montenegro, and North Macedonia. The organization is engaged in a wide range of activities encompassing humanitarian aid, economic development, gender equality, social inclusion, healthcare, and education. The goal is to contribute to sustainable development and poverty reduction through an integrated approach, and to empower marginalized groups while improving living conditions for all community members.
